Shipping & Compliance Policy

TLO Outdoors (“TLO Outdoors,” “we,” “us,” or “our”) sells firearms-related products only in compliance with applicable federal, state, and local laws. Due to the complexity and frequency of changes in firearms and defensive product laws, certain products may be restricted or prohibited from shipment based on destination address and product characteristics.

TLO Outdoors reserves the right to modify this policy at any time without prior notice.


1. General Compliance Statement

All orders for firearms-related and restricted products are subject to compliance review. TLO Outdoors makes no guarantees that any product offered for sale may be lawfully shipped to all jurisdictions.

It is the sole responsibility of the purchaser to ensure that the purchase, possession, transportation, and use of any product is lawful in their state and local jurisdiction.


2. Ammunition Sales & Shipping

2.1 General Rule

Ammunition will only be shipped where permitted by law and in compliance with applicable federal, state, and local requirements. Depending on the destination, ammunition orders may require:

  • shipment to a licensed Federal Firearms Licensee (FFL) or state-approved ammunition vendor;

  • submission and verification of purchaser credentials; or

  • cancellation where shipment or possession is prohibited.


2.2 Known State-Specific Ammunition Restrictions

The following states are known to impose restrictions on ammunition shipping, purchase, or transfer. This list is informational and subject to change:

  • California (CA): Ammunition background check required and often must be shipped to a licensed dealer

  • New York (NY): Purchaser background check and dealer-facilitated processes are generally required. 

  • Connecticut (CT): Requires permit or credential for ammunition purchase. 

  • Illinois (IL): FOID card required to purchase ammo; online sales heavily regulated. 

  • Massachusetts (MA): Permit required for ammo purchase. 

  • New Jersey (NJ): Permit required; specific ammo may have further restrictions. 

  • Hawaii (HI): Local ID and credential requirements apply; shipping may be constrained. 

  • Washington (WA):  High Capacity magazines may not be shipped into Washington State for sale or distribution under the state’s “large capacity magazine” law, since any magazine over 10 rounds cannot be legally sold, imported, or distributed there at this time.

Federal age and prohibited person rules still apply in all states.


3. Magazine Sales & Capacity Restrictions

Many states restrict the sale, transfer, possession, or shipment of magazines based on capacity. These restrictions apply regardless of whether the magazine is shipped empty. 

3.1 Known Magazine Capacity Limits

The following states and districts are known to regulate magazine capacity:

  • 10-Round or Equivalent Limits:
    CA • CT • DC • HI • MD • MA • NJ • NY • VT • WA

  • 15-Round Limit:
    CO

  • Other or Variable Limits (often based on caliber/type):
    DE • IL • OR

  • Notes: Some states allow possession of pre-existing magazines above the limit but restrict sale, transfer, or shipment.

Orders containing magazines that exceed the lawful capacity in the destination jurisdiction will be cancelled or refunded.


4. Firearm Components & Accessories

TLO Outdoors sells non-serialized firearm components and accessories, which may include but are not limited to:

  • stocks

  • grips

  • handguards

  • chokes

  • conversion kits

  • upper receivers (non-serialized)

  • optics and mounting accessories.


4.1 Serialized or Regulated Items

Items legally defined as firearms or controlled components under federal or state law must be shipped to a properly licensed FFL where permitted.

TLO Outdoors does not ship complete firearms or serialized receivers directly to consumers.


4.2 State-Specific Component Restrictions

Certain states restrict specific firearm components, features, or conversion devices. These may include, but are not limited to:

  • assault weapon parts (e.g., flash hiders, pistol grips, adjustable stocks in some jurisdictions like CA, CT, IL, NY),

  • devices designed to accelerate rate-of-fire,

  • parts regulated under state “assault weapon” definitions.

These restrictions vary by state and may change over time. TLO Outdoors reserves the right to refuse or cancel shipment of any component where legality is unclear, disputed, or subject to interpretation.


5. Mace / Pepper Spray & Non-Lethal Personal Defense

Products such as mace, pepper spray, and other non-lethal personal defense items are generally legal in the U.S., but specific rules vary by state and some restrict online shipping or possession conditions. 

5.1 Known Non-Lethal Defense Restrictions

  • New York (NY): Historically, online sales of pepper spray have been restricted and sale limited to licensed dealers or pharmacies; legislation is under consideration to update this. 

  • Massachusetts (MA) & Hawaii (HI): May require purchase through licensed vendors or impose strict in-person sales rules. 

  • Maryland (MA):  Maryland law prohibits the sale, offer for sale, purchase, receipt, or transfer of detachable magazines capable of holding more than 10 rounds of ammunition for a firearm. This restriction applies under Maryland Criminal Law Code § 4-305(b) and related state regulations.

  • New Jersey (NJ): New Jersey does impose restrictions on pepper spray and pepper gel, and these rules affect how you can possess and use them legally
  • General: Pepper spray is legal in all 50 states, but jurisdictions may impose age limits, size restrictions, or other conditions. 

Orders for mace or non-lethal defense products that cannot be lawfully shipped to a destination will be cancelled.


6. Tannerite & Binary Explosives

Tannerite and similar binary explosives are subject to both federal and state regulation. Several states impose specific prohibitions on their sale, shipment, or use. Commonly referenced restrictions include:

  • California (CA): Prohibits sale or shipment of explosive reactive targets including Tannerite in many local jurisdictions under state code. 

  • Maryland (MD): Explicitly restricts certain explosive reactive targets under state law (often grouped with armor-piercing or restricted ammo). Federal DOT/USPS/UPS/FEDEX hazardous materials rules also apply to shipping explosive materials.


7. Local & Municipal Regulations

Some cities or counties impose restrictions that exceed state law (e.g., additional magazine limits or possession bans in certain municipalities). TLO Outdoors does not guarantee compliance with all local ordinances.

Orders shipping to addresses subject to local prohibitions may be cancelled.


8. Distributor & Carrier Policies

Distributor and carrier policies may be more restrictive than federal or state law. If a distributor or carrier refuses to ship an item for any reason, the order will be cancelled or refunded.


9. Order Review, Cancellations & Refunds

All restricted orders are subject to compliance review and may be modified or cancelled. Refunds will be issued to the original payment method. Shipping fees may be non-refundable once the order has entered the fulfillment process.


10. Purchaser Acknowledgment

By placing an order, the purchaser affirms that:

  • they are legally eligible to purchase and possess the ordered item(s),

  • all information and documentation provided is accurate and current,

  • they assume full responsibility for compliance with all applicable laws.

Ammunition

  • CA, NY, CT, IL, MA, NJ, HI — subject to background checks, permit requirements, or dealer-facilitated delivery.

Magazine Capacity

  • CA, CT, DC, HI, MD, MA, NJ, NY, VT — generally limit to 10 rounds (varies by state).

  • CO — generally limits to 15 rounds.

  • DE, IL, OR — various capacity limitations may apply.

Mace / Pepper Spray

  • NY, MA, HI — notable limitations on online sales and in-person purchase requirements may apply; subject to change.

Firearm Components

  • CA, CT, IL, NY — various “assault weapon” feature restrictions that can affect components.

Tannerite & Binary Explosive Targets

  • CA, MD — known state prohibitions or restrictions on sale and shipment.
